config files in version control

It would be very useful to be able to add a config file that is already in the repository.
 
For example, in our branches we have a web, sql, config/dev:stage:prod files if we could reference these files as configuration files in the deploy configuration instead of pasting the contents of the files into a text box, we could better automate changes etc.
 
It would also be very useful to be able to configure a project from an xml/json file within the version control, the basic workflow could well be:
* create project - with name
* add version control
* deploytool pulls "/congig/deployhq.json" if it exists and populates all fields that are tangeable :)
 
In this case an existing project could also have a "download project as json" feature to get us started.
