Be able to specify other contacts when creating a ticket

For tickets that Staff members create, it would be handy to specify "other tickets" when creating a ticket.
 
Use Case: project where a few people need the same info. Now, only one person gets the original mail, staffer can then add the extra contacts, but they'll never get the first mail, they only get replies...

    It's very clunky IMHO, but you can create a ticket without entering a message, then add the extra contacts in and "replying", which becomes the first message in the ticket.
